In February 2026, the International Cybersecurity University held a meeting of members, because of which the budget for 2025 was approved, a work plan for 2026 was developed, and measures were planned to ensure cybersecurity in the energy sector of Ukraine.

The ICU has a successful history of holding forums on cybersecurity in the energy sector of Ukraine in 2020-2021. The full-scale invasion prevented subsequent plans, but the previous activity undoubtedly helped the energy sector successfully resist both the aggressor’s destructive military attacks and attempts to destroy the energy sector of Ukraine through targeted cyberattacks. The set of measures that was developed within the framework of the functioning of the working group on the development of cyber protection of critical infrastructure facilities in the energy sector, organized jointly by the Ministry of Energy and the NGO was implemented by the entities of the energy sector of Ukraine already in wartime.

Continuation of Energy conferences Cyber Con planned for 2026.

In 2025, the International Cybersecurity University became an official partner of the project of the United Nations Industrial Development Organization (UNIDO) in Ukraine – Green industrial recovery project for Ukraine / Artificial Intelligence-Powered Cyber Defense.

As technology advances, cyberattacks by attackers have become more sophisticated. The innovation of artificial intelligence technology provides a monitoring system to detect, alert, and deter cyberattacks at an early stage. With a cloud-based, source-neutral approach, it easily integrates with security tools and quickly adapts to new technologies as threats evolve. The AI-powered acquisition, detection, and response platform maximizes efficiency and automation while remaining simple to deploy, easy to manage, and designed for effective analyst guidance.

Pilot project in Ukraine focuses on localization of Japanese security monitoring systems, such as Made in Japan Extended Detection and Response (MIJXDR) with its own Security Information and Event Management (SIEM) system, and their implementation in the Security Operations Center (SOC) in Ukraine. This center can be designed to protect from cyberattacks on critical state and humanitarian objects, including the power grid, schools, and hospitals. The project will assess creation and management capabilities SOC implementation Japanese cybersecurity technologies and development educational programs for Ukrainian engineers.

If the AI-based Operational Security Center is established, it will be able to provide Ukraine with a reliable cyber defense infrastructure for various sectors of the economy. The initiative is expected to create 30-60 jobs, facilitate cooperation with Japan on countering cyber threats, and introduce AI-based cyber incident response capabilities.

Japan Cyber Defense Co. Ltd ( NCD) is a global cybersecurity company that protects and supports critical national infrastructure, governments, large organizations, and small and medium-sized businesses from the growing impact of debilitating cyberattacks, the frequency and sophistication of which continue to increase .

To implement the project, memorandums of cooperation have been signed between NCD, the Ministry of Economy, Environment and Agriculture of Ukraine, the State Agency of Reconstruction, and the International Cybersecurity University NGO. Similar memorandums are being prepared for signing with other national cybersecurity entities to expand the project ecosystem.

30 Dec 2025, the International Cybersecurity University participated in the grand opening of the new office of Nihon Cyber Defence in Kyiv, one of the leaders in the field of cybersecurity, operating in nine countries around the world.

The opening of the NCD office is another step in strengthening the Ukrainian-Japanese partnership in the field of cyber defense and critical infrastructure restoration. The office will serve not only as a representative office of the company, but also as a project hub for the implementation of the Green Industrial Recovery Project in Ukraine under the auspices of the United Nations Industrial Development Organization (UNIDO).

The opening was also attended by the Ambassador of Japan to Ukraine Masashi Nakagome, Head of the State Special Communications Service Oleksandro Potii, Deputy Ministers of Economy, Environment and Agriculture, Energy, Youth and Sports of Ukraine, representatives of the Japan International Cooperation Agency JICA, Japan External Trade Organization JETRO, CEO NCD Co.
Ukraine has recently joined the NATO CCD COE, and this is another sign of NATO’s support for Ukraine.

“Cyberspace is definitely another space for military actions, and NATO officially recognized it a few years ago.

It is very important to share the experience of real military actions in cyberspace that accompany Russia’s actions during the war with Ukraine,

as this allows other countries to more effectively counter cyber threats from potential or actual aggressors, and Ukraine to receive continued support from NATO members”- said Roman Boyarchuk.

We believe in our Victory and are constantly improving cybersecurity!
