  • Support of development and adaptation of state cybersecurity policy aimed at developing cyberspace, achieving compatibility with relevant EU and NATO standards;
  • Creation of the national legal and terminological basis, harmonization of normative documents in the field of electronic communications, protection of information, information safety and cybersecurity in accordance with international standards and standards of the EU and NATO;
  • Support in development, implementation and improvement of state control systems for information security, independent information security audits, implementation of best international practices and international standards in cybersecurity and cyber defense;
  • Support in regulation of requirements for cyber defense;
  • Ensuring implementation of periodic attestation for compliance with qualification requirements.

Increase awareness, effective interactions and coordination efforts in cybersecurity

  • Ensure interaction and coordination on the issues of cybersecurity of state, local authorities, law enforcement agencies, scientific institutions, educational institutions, public associations, as well as enterprises, public and international organizations;
  • Increasing the digital literacy of citizens and the culture of safe behavior in cyberspace, comprehensive knowledge, skills and abilities, implementation of state and public projects for raising awareness of society;
  • Support of development of electronic communications;
  • Development of a network of response teams;
  • Increase awareness in the field of information security and cybersecurity, conducting relevant trainings and courses;
  • Develop and implement a mechanism for the exchange of information between public authorities, the private sector and citizens regarding threats to critical information infrastructure.

Research & development

  • Development and implementation of cybersecurity and cyber defense national standards;
  • Development and implementation of the organizational and technical model of the national cybersecurity system, response models on cyber attacks and cyber incidents;
  • Research and development of new methods for preventing cyber attacks and cyber incidents and disseminating information about it;
  • Development of requirements (rules, guidelines) regarding the safe use of the Internet and the provision of electronic services by public authorities;
  • Development of qualification requirements for certain categories of employees, taking into account modern trends of cybersecurity and actual cyber threats;
  • Periodical review of the national system of cybersecurity, development of industry cybersecurity indicators;
  • Development and implementation of protocols of joint actions, in real-time information exchange, detection of cyber attacks and cyber incidents;
  • Improvement of qualification of law enforcement officers.
